Bill was born on June 2, 1947, in Saginaw, Michigan, to the late Wallace E. and Ruth M. (Schultz) Zinck. He was a 1965 graduate of Arthur Hill High School. Following graduation, Bill proudly served his country in the United States Navy aboard the USS Ingraham (DD 694) from 1966 until 1970. While serving in the navy, he completed the Electricians Mate Class “A” School. Upon his honorable discharge, Bill served another two years with the United States Naval Reserve from 1970 to 1972.
